running the torch

Commentary: Oh how I hate the ominous overshadowing of the 'police state,' always threatening the world and overtaking particular countries. Oh I hate the feeling that often creeps over me these days that we're not that far from it here.

What are they doing running the torch over the world anyway? Isn't lighting the flame at Athens, then running it around the host country the usual way to go?

I see that Canada is not planning a world tour for the torch when they hold the winter Olympics in 2010.
