It does appear to be a cigarrolling factory - a very large one. And since New York City is a very large city and Samuel Gompers was a cigar maker (if you can follow that logic) my guess it is New York City.
Maybe somewhere in Florida. It's closest to Cuba and the Dominican Republic.
