Looks like David Boon (former Australian cricket batsman) on a horse. He is alleged to have once consumed 52 cans of beer on a flight from Sydney to London in 1989, in a story that is considered by some to be part of Australian sporting legend. http://www.davidboon.com.au/
This was supposedly the image of various legislators leaving the capital for one of their often enjoyed vacations. The wagon on the right is filled with gold received for the various votes they cast for the "correct" groups.
This is not a historically significant piece as this was, and still is, an oft reoccurring event. However these copies fetch a fair price at various small auctions around the country and on eBay.
All of these are fine answers, but only one is correct. If I were still teaching, I could give some good grades for creative writing, but not for history.
Thanks for the clarification. Now it is evident that the scene captures "Don" Pancho Villa heading for the Rio Grande with a wagon filled with Acapulco Gold.
I can tell you it's a jpeg file which represents a sepia-toned photograph centered on a rider followed by other riders, passing a wagon being pulled by a team of mules.
