AND it's not because it's unfunded but because it doesn't work! Unfunded just made it more problematic to institute. Why is Texas so influential? you might ask. First, Texas has such a large school system that when they order text books it behooves the publisher to sell the Texas program nationwide in order to maximize text book profits. Second, the main publisher involved in all this is McGraw, Hill text book publishing company. The McGraws, Hills, BUSHes and Peabodys were and are very close friends, buddies, cohorts etc. To the extent the families vacation together in Florida.
